In full: "Permit me to recommend the appointment of James Gowen, of Gettysburg, Penn'a, as a Midshipman in the Navy. He is represented to me by a gentleman in whom I repose great confidence to be a very promising young gentleman now in his eighteenth year—a good scholar & exemplary in his moral conduct. It would afford me pleasure should you be able to comply with this request." Addressed on the reverse of the integral leaf in Buchanan's hand. In fine condition.
