Signed at the conclusion by Clinton as mayor, and countersigned by Garrett Noel Bleecker as comptroller and Jacob Morton as clerk. In fine condition. Encapsulated in a PSA/DNA authentication and grading holder, evaluating the autograph as "NM 7."
