Robbins, in full: "I send you copy of a paper received from the State Dept. It ought to have been issued some days ago but I have been so busy with other matters, that I have not given it attention. Please look it over, so that when I see you on Monday night or Tuesday you will be able to make some suggestions. I will be at the Fifth Ave. Hotel on Monday at 10-30 & hope to see you there & that you will be able to spend part of the next day with me. I want to return this paper here, on Tuesday night." In very good to fine condition, with multiple horizontal folds.
