Blaine requests information "on a proposition to dissolve the Negro Regiments"

Maine senator and congressman (1830-1893) who served as Secretary of State under three presidents: Benjamin Harrison, James A. Garfield, and Chester A. Arthur. ANS signed “J. G. Blaine,” one page, 5 x 8, no date. Note to Mr. Smith, in full: "In 1878 I think it was a debate occurred on a proposition to dissolve the Negro Regiments—or to repeal the Law requiring enlistment of Negro regiment. Please find it for me." In very good to fine condition, with a tear to the center, and a small hole which affects nothing.
