The foreword notes: "Configuration Management is directly related to Program Management in that the definition of hardware in terms of specifications is the basis for establishing realistic schedules and program budgeting. Additionally, specifications are the basis for effective contract negotiations. As changes evolve to the technical description of contract end items during the development cycle, they are formally recognized, documented, contractually covered, and the impact on forecasted schedules and budgets determined."
