Ministerial decree, No. 460, which declares (translated): "The Cuban Sugar Establishment Institute will be governed, provisionally and as long as a law is not proceeded to its restructuring, by a Board of Directors composed of the Ministers of Commerce, Minister in Charge of the National Council of Economics and by the President of the National Bank of Cuba." Signed at the conclusion by Castro, who adds his initials to the first page. Original blue seal remains affixed to lower portion of signed page. In very good to fine condition, with file, staple, and binding holes along the left edge.
