We must provide the fullest measure of compassion and constructive help to the end that retarded children everywhere may have the fullest opportunity to achieve the maximum development within their limitations. This is not alone in harmony with America's best humanitarian traditions. It can be, in addition, a definite contribution to the economic well-being of our nation…We must focus needed attention on this widely prevalent problem and stimulate further efforts in helping retarded children.
