Partly-printed DS as president, signed “R. B. Hayes,” one page, 16 x 10, August 4, 1880. President Hayes appoints J. V. Merrick as a "Commissioner, under and by virtue of the act of Congress 'to provide for celebrating the one hundredth anniversary of the treaty of peace and the recognition of American independence, by holding an international exhibition of arts, manufactures, and products of the soil and mine, in the City of New York, in the State of New York, in the year eighteen hundred and eighty-three.'" Signed at the conclusion by Hayes, and countersigned by Secretary of State William M. Evarts. Matted and framed to an overall size of 22.75 x 16.75. In very good to fine condition, with creasing to two corners, and a couple of small stains.
