Admiral in the US Navy (1858-1936) who helped to modernize the American fleet, and commanded all US naval forces operating in Europe during World War I. Striking matte-finish 3.75 x 6.25 portrait of Admiral Sims in uniform, affixed to its original 5.75 x 9.75 mount, signed on the mount in fountain pen, "If you do not understand sea power, do not waste your time talking about war. Wm. S. Sims, London, Dec. 1918." Framed and in fine condition, with some faint silvering.
