I think it is commonly understood here in Washington, both by force of long tradition and references in the Constitution and statutes, that the proper title of the Chief Justice is 'Chief Justice of the United States.' Perhaps the best reason for this conclusion is that his writ, in appropriate cases, runs to every court in the United States whether state or federal." In fine condition.
