The invasion was designed to safeguard lives of US citizens in Panama, defend democracy and human rights, combat drug trafficking, and protect the integrity of the Torrijos-Carter Treaties through the immediate deposition of de facto ruler Manuel Noriega. Bush remains exceptionally rare in handwritten letters as president, with this example particularly desirable given its connection to one of Bush’s most controversial actions.
