Letter to Congressman Neal Smith, in part: "I want to thank you for voting in favor of the Crime Bill conference report. Passage of this legislation is due to the bipartisan efforts of leaders like you who believe that we must act now to preserve the safety and security of America. By passing a comprehensive crime package, you can be confident knowing that you have helped to hire more police to work with neighborhood residents, enhance crime prevention programs, and restore the quality of life in our communities. The Crime Bill is a victory for the American people. I applaud your courageous vote." In very fine condition. The 1994 federal crime bill (the Violent Crime Control and Law Enforcement Act) has become one of the most controversial aspects of Clinton's legacy, largely due to its implementation of a 'three strikes' mandatory life sentence for repeat offenders.
