TLS as president, signed “H.S.T.,” one page, 8 x 10.5, White House letterhead, February 16, 1948. Memorandum issued to James E. Webb, director of the Bureau of the Budget, in full: "I understand that Taber's Committee has issued orders that no Department of the Government send down a deficiency request. This seems to have been particularly hammered home with the Veterans Administration. I wish you would make it perfectly plain to the budget Officer in the various Departments of the Government that whether a deficiency rating request for appropriation goes down or not is my responsibly and that the Appropriations Committee of the House is not the one to decide whether a deficiency appropriation should go down or not—that Committee can make any decision it desires after it goes down but not before." In fine condition.
