President Roosevelt appoints Samuel Frankenberger as a "First Lieutenant in the Artillery Corps in the service of the United States." Signed at the conclusion by Roosevelt and Taft. The crisp blue seal remains affixed to the lower left. Matted to an overall size of 24 x 19. In fine condition, with scattered light creasing.
