Partly-printed vellum DS as president, signed “R. B. Hayes,” one page, 15.5 x 19.5, December 28, 1880. President Hayes appoints Elias Chandler as "Second Lieutenant in the Sixteenth Regiment of Infantry in the service of the United States." Signed at the conclusion by Hayes, and countersigned by Secretary of War Alexander Ramsey. Black War Office seal affixed to upper left remains partially intact. In fine condition, with a lightly trimmed bottom edge and portions missing from the black wafer seal.
