Senate Bill No. 1782, concerning an act to amend and repeal sections to “the Education Code, relating to development centers for handicapped pupils, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.” Signed on the back of the last page in blue ballpoint by Reagan as governor, and countersigned by Senate President James R. Mills and Assembly Speaker Leo T. McCarthy. In fine condition. Pre-certified PSA/DNA.
