In full: “I want to express my personal appreciation to you and to the members of your department who worked on the planning of the European Recovery Program. I know that you and the members of your staff put in a great many hours of voluntary overtime on this project. The careful analysis of the economic needs of sixteen countries and the development of a detailed program of United States assistance in meeting these needs presented problems of extreme complexity and difficulty. The challenge of these problems was met by hard, intelligent, and cooperative work by all the individuals and agencies concerned. As a result the Administrator has been able to get this vital program into action without delay. I am sure that the American people, if they knew the full story, would be deeply impressed by this outstanding example of devoted public service.” In fine condition. Snyder played a key role in formulating and implementing the Marshall Plan, which Truman had signed into law on April 3, 1948.
