In part: “As it appears that the detained packet, to which you refer in your letter…was fully prepaid when posted, I have directed that the five pence which you have since sent to this Office be refunded to you.” Intersecting folds with one small tape-repaired edge separation and scattered spots of discoloration, otherwise fine condition.
