Extraordinary 1919 Paris Peace Conference quote

Japanese statesman (1861–1949) who was appointed to be his country’s ambassador plenipotentiary to the Paris Peace Conference after World War I. AQS on an off-white 6.25 x 4 album page, boldly signed at the conclusion, “N. Makino, Paris, Jan–July 1919.” While attending the Paris Peace Conference, Makino recalls a quote from Emperor Meiji. In full: “Our late emperor, in inaugurating his new reign in 1868, made a proclamation containing 5 articles, in one of which he says: ‘All the people shall be given opportunity to satisfy their legitimate desires.’ The atmosphere of Paris during the conferences recalled to my memory this Imperial message.” Also signed on the reverse by diplomats Guglielmo Imperiali and Arthur Nicolson. In fine condition. Makino’s delegation put forth an unsanctioned ‘Racial Equality Proposal’ at the Paris Peace Conference, rendering this bold handwritten quote particularly poignant.
