William McKinley

Partly-printed vellum DS as president, one page, 15.75 x 19.5, December 26, 1899. President McKinley appoints Francis W. Mansfield as “Major of Infantry in the service of the United States.” Signed at the conclusion by President McKinley and countersigned by Secretary of War Elihu Root. The blue War Office seal affixed to the lower left remains intact with rubbing wear. In fine condition, with expected document wear. After serving as McKinley’s secretary of war, Root also served in Theodore Roosevelt’s cabinet as secretary of war and secretary of state; he was later awarded the Nobel Peace Prize in 1912. Pre-certified John Reznikoff/PSA/DNA.
