Partly-printed DS as president, one page, 16 x 19.75, September 12, 1905. President Roosevelt appoints Louis A. Kaiser as “a Lieutenant-Commander in the Navy.” Beautifully signed at the conclusion by President Roosevelt and countersigned by Acting Secretary of the Navy Charles H. Darling. The embossed blue Navy Department seal remains affixed to the lower left. In fine condition, with light creases and soiling to edges, and a small piece of tape affixed to the left edge; an attractive and well-preserved military appointment. Kaiser was a pioneer of the naval use of wireless telegraphy prior to World War I, and eventually rose to the rank of captain in command of the battleship USS New Jersey.
