William McKinley

Partly-printed DS as president, one page, 21 x 16, April 12, 1899. McKinley appoints George Rutledge Armstrong a “Second Lieutenant of Infantry in the service of the United States.” Signed at the bottom by McKinley and countersigned by the acting secretary of war. In very good condition, with scattered creasing, some lightly affecting portion of signature, scattered toning and soiling, and a couple minor tears along bottom edge. The blue seal is crisp and lightly creased. Pre-certified John Reznikoff/PSA/DNA and RR Auction COA.
