Partial autograph manuscript, in French, one page with his embossed initials and imperial crown, 5.25 x 8, of part of a speech given in 1853. Manuscript reads, in full (translated): "With the very greatest interest I have received the news of the formation of an important company for the uniting of the two Oceans. I have no doubt that you will succeed in this great enterprise which will render such great service to the common good of the whole world because the company is headed by such distinguished men. For some time I have been aware of all the advantages of uniting the two seas. When I was in England I tried to draw the attention of men of science to this subject. You may thus be assured, Gentlemen, that you will find in me all the support that such noble efforts deserve." On the reverse of the second integral page, the editor of the official government newspaper Le Moniteur has written, in French, (translated): "Speech given by the Emperor to the English Depuation of the Company for the Joining of the Two Oceans. The Emperor wrote it out for me for insertion into the Moniteur. March 1853." In fine condition, with a few light creases and thin adhesive remnant to reverse of second page. In 1846, during exile in England, Napoleon III wrote a pamphlet titled: Canal of Nicaragua: Or, A Project to Connect the Atlantic and Pacific Oceans by Means of a Canal. He embarked on a program of canal building in France and encouraged 'men of science,' notably Louis Pasteur to become involved.
