President Cleveland appoints Thomas Wilson as an “Assistant Commissary General of Subsistence with the rank of Colonel in the service of the United States.” Signed at the conclusion by Cleveland and countersigned by acting Secretary of War Joseph B. Doe. Blue War Office seal affixed to lower left remains crisp and fully intact. Intersecting folds (one vertical fold passing through a single letter of the signature), irregular toning and a few small holes to rightmost vertical fold, and some scattered adhesive remnants, otherwise fine condition.
