Secretary of the Navy under Lincoln and Johnson (1802–1878). Civil War–dated partly-printed DS, one page, 7.75 x 9.75, November 10, 1862. Welles appoints a seaman as “an acting Masters Mate in the Navy of the United States,” and orders him to “proceed to Washington, and report to Commodore Andrew A. Harwood.” Document bears numerous period notations regarding his arrival, including two signed by Commodore Harwood, “And’w A.
