Barry, Brig Genl, Insp of Artillery,” one page, lightly-lined, 8 x 9.75, April 24, 1863. Recommendation for a promotion reads, in part: “Sergeant Hugh T. Peters of Company M, 9th Regt. N.Y. Artillery…is represented to me by his immediate commander as a non-commissioned officer of promise, and one whose proficiency in drill and other artillery information is unusually creditable.
