Newell, appoints him as a “Master in the Navy.” Signed by Johnson at the conclusion and countersigned by Secretary of the Navy Gideon Welles. Blue Navy Department seal affixed to bottom remains fully intact. Intersecting folds, and a couple of insignificant spots of light toning, otherwise fine condition.
