Enochs “a Lieutenant in the Navy.” Signed at the conclusion by Roosevelt and countersigned by acting Secretary of the Navy Truman Newberry. Intersecting folds, scattered moderate toning, a few small holes to upper left corner, and a bit of light soiling and wrinkling, otherwise very good condition.
