The memo to Secretary of State Dean Rusk reads, with Kennedy's penned corrections in parentheses: "It would be interesting to make a case study of relations (with) Ceylon in recent months and whether the Hickenlooper amendment has effected them. Also: 1. In retrospect, what effect has the Hickenlooper amendment had on private interests in Ceylon and around the world [sixteen previous words were crossed out] should we have waited until after the February 6th meeting before applying the Hickenlooper amendment. 3. What effect has the amendment had on our friends or opponents in Ceylon and elsewhere." In fine condition, with two vertical creases to left side and staple holes to top left corner.
