In full: “I have your letter of the 16th instant about Mr. Hannay, who wishes to obtain a nomination to compete for the post of Inspector of Factories. Nominations to compete for these posts are only given on the occurrence of a vacancy, and they are usually given on the recommendation of a small Committee of Selection. If Mr. Hannay will fill in the enclosed form of application and return it to the Home Office, his name will be noted for consideration with those of other candidates. I am afraid I am unable to say what prospects he would have of obtaining a nomination until I know exactly what his qualifications are.” Churchill has handwritten the letter’s greeting and also added a brief closing sentiment.
