US treasurer during the Civil War who is credited with bringing women into the civil service. LS signed “F. E. Spinner,” one page, 7.75 x 9.75, December 21, 1859. Letter to New York governor E. D. Morgan. In part: “You will recollect that you had the kindness to assist me in getting a loan on some canal certificates at the Bank of Commerce. I understand that Col. Burton will pay the larger of the certificates.” A postscript under Spinner’s signature reads, “Southern men are more violent than ever. We will not yield a inch—Sherman or nobody.” In very good condition, with intersecting mailing folds, several passing through signature, scattered soiling, small pencil notation under signature, erased notations to top left, and light tape remnants to top edge. Strong anti-Southern sentiment two years before the outbreak of the Civil War. RRAuction COA.
