Partly-printed DS as president, one page, 15.75 x 19.5, July 11, 1889. President Harrison appoints “Frank C. Cosby…to the grade of Pay Director with the relative mark of Captain…according to the rules and discipline of The Navy,” having boldly crossed out the printed line, “have nominated and by and with the advice and consent of the Senate.” Signed at the conclusion by Harrison and countersigned by Secretary of the Navy, Benjamin F. Tracy. Intersecting folds, a few tiny holes towards the bottom, and the end of the signature a bit faint, otherwise fine condition. Blue seal intact. Pre-certified John Reznikoff/PSA/DNA and RR Auction COA.
