Please accept the enclosed signing pen as a token of my appreciation.” Accompanied by the aforementioned pen, a Parker Insignia retractable ballpoint pen (in its original box), with the seal of the president of the United States and Clinton’s facsimile signature on the pen. The Digital Performance Right in Sound Recordings Act of 1995 gave record labels and other sound recording copyright owners a second chance to collect performance royalties from digital audio—something Clinton saw as “long-overdue recognition to the valuable contributions of performers and producers to making American music a worldwide success.” The president added, “This law will ensure that American consumers will continue to enjoy the benefits of a strong and vibrant recording industry.” On a more tawdry entertainment note, as Clinton delivered this message, he had been engaged in a month-long extramarital affair with intern Monica Lewinsky...an event that would end in his impeachment.
