In part: “Elizabeth the Second, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of the other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith…Whereas We have thought it necessary for the encouragement of Our Subjects trading to France to appoint a Vice-Consul to reside at Paris to take care of the affairs of Our said Subjects and to aid and assist them in all their lawful and mercantile concerns: Now know Ye that We reposing special trust and confidence in the discretion and faithfulness of Our Trusty and well beloved Henry Norman Walmsley, Esquire…and appoint him…to reside at Paris as aforesaid.” In fine condition, with two central horizontal and vertical folds, light handling wear, and show-through from stampings on the reverse affecting the top of her name.
