Armstrong was a solider and statesman (1758–1843) who served as secretary of war under Madison. Walbach (1766–1857) was a career soldier in the US Army. War-dated partly-printed DS, signed “J. Armstrong,” one page, 7.75 x 9.75, March 18, 1814. Secretary of War Armstrong appoints William C. Parker a “First Lieutenant in the third regiment of Riflemen.” Signed at the conclusion by Armstrong. Second integral page bears a franking signature of Walbach. In good condition, with intersecting folds, one through a single letter of Armstrong’s signature, scattered moderate damp staining to both pages, several small areas of paper loss to both pages, and scattered creasing and wrinkling.
