Signed at the conclusion by Taft, and countersigned by Postmaster General Frank H. Hitchcock. In good condition, with moderate damp staining to right side, lightly impinging upon signature, light overall rippling, several small tears to top edge, brushing to signature and scattered toning and soiling.
