In full (translated): “Citizen minister I have the honor to forward you a petition which has been addressed to me by Citizen Collinet, sub lieutenant third battalion of the 84th 1/2 Brigade. I know that there are several vacancies to be filled by the Government. All the information I have regarding Citizen Collinet in creditable to him, the commander of the 83rd would gladly accept him. In view of the above, citizen minister, I feel confident in recommending Citizen Collinet’s petition which you will find enclosed herewith.” Creasing, transmittal folds, toning, remnants of a wax seal on the reverse, and several notations in pencil and brown crayon, otherwise fine condition.
