“I fervently hope the dangerous ramifications of this measure can be avoided”

TLS as president signed “RN,” one page, 5.75 x 7.5, White House letterhead, November 9, 1973. Nixon thanks Congressman Robert Bauman, a Maryland Republican, for his support in voting to sustain the president’s veto of the War Powers Act. In full: “Despite the negative outcome of the House vote on November 7 to sustain my veto of the War Powers bill, your strong support on this important issue is greatly appreciated. I feel certain the test of time will prove your position a wise one, and I fervently hope the dangerous ramifications of this measure can be avoided.” Matted with an engraved portrait and framed to an overall size of 16.75 x 12. In fine condition, with few spots of rust and paperclip impressions at the top of the page.

As the Vietnam War began to draw to a close, Democratic leadership in Congress introduced a bill designed to restrict the president’s powers to make war. The bill provided for a 60-day deadline for all troops to be withdrawn from any hostilities or situations in danger of becoming violent without Congressional approval. The legislation passed but was vetoed by Nixon, only to overturned by representatives, as noted here. The “dangerous ramifications” reference here stemmed from Nixon’s fear that the act might spell the end of US military authority, with Bauman remaining a loyal ally to Nixon on the issue. Bauman was defeated for re-election in 1980 after it was revealed he had solicited a 16-year-old male prostitute. Pre-certified John Reznikoff/PSA/DNA and RRAuction COA.
