President Hayes orders the Secretary of State to “affix the Seal of the United States to the Commission of John H. McChesney, as a Notary Public for the District of Columbia.” Matted and framed with a portrait of Hayes, to an overall size of 18 x 14. In fine condition, with a couple small edge creases.
