William McKinley

Partly-printed DS as president, one page, 15.5 x 19, December 26, 1899. President McKinley appoints Lyman M. Welch a “First Lieutenant of Infantry.” Boldly signed at the conclusion in black ink by McKinley, and countersigned by Secretary of War Elihu Root. Matted to an overall size of 20 x 24. In very good to fine condition, with intersecting folds, scattered light creasing and wrinkling, as well as scattered mild toning. The blue seal is creased and worn, but intact. Pre-certified John Reznikoff/PSA/DNA and RRAuction COA.
