Everything in our discussion pointed to the importance of maintaining a strong budget for the year ahead. I came away from this meeting with a renewed conviction about the importance of my recommendation on the surcharge. This proposal provides for an orderly phasing out of this tax, which I have considered most important, but it also assures the strong budget position needed to regain control of an economy where inflation has been allowed to run rampant for over three years.
We have now established the fact that this Administration means business about cooling the inflation. Favorable action on the surcharge would greatly strengthen growing public confidence that we mean business and are going to succeed.”
