Magnificent 4.25 x 6.5 black-bordered cabinet portrait by C. M. Bell of Washington, D.C. (and so noted at the bottom and reverse), beautifully signed in black ink, as president, “Chester A. Arthur, March 22, 1883.” In fine condition. A virtually flawless example!
Charles Milton Bell established his own studio on Pennsylvania Avenue in 1873 and it rapidly became a fashionable photography studio. A decade after opening its doors, it counted as its clientele President Arthur, who signed this image the same year he implemented civil service reform, considered the greatest achievement of his administration.
