Signed at the conclusion in ink by Pierce and countersigned by Secretary of the Navy J. C. Dobbin. Double matted and framed to an overall size of 26 x 29.5. In very good condition, with intersecting folds, some mild toning, and handwritten portions of text a couple shades light. The orange seal is worn and partially detached, but intact. Oversized.
