Signed at the bottom by Hayes, and countersigned by Secretary of State William Evarts. In very good condition, with a few small separations along intersecting folds, a few trivial edge chips, light mirroring of seal over first initial of signature, small edge tear, and light toning, a bit heavier along folds.
