In part: “I beg to write your attention to the importance of Bill H.R. 860 for reorganization of the District Militia, the passage of which seems almost essential for the proper efficiency of the Militia.” Bisecting mailing folds, one through first letter of signature, staple holes near top, and a bit of scattered light toning, otherwise fine condition.
