Partly-printed DS as president, signed “Benj. Harrison,” one page, 22.5 x 19, December 21, 1889. President Harrison appoints Robert W. Turner “Consul of the United States of America at Cadis.” Boldly signed at the conclusion in black ink by Harrison, and countersigned by Secretary of State James Blaine. In very good condition, with intersecting storage folds, one through a single letter of signature, some scattered light wrinkling and soiling, a light block of uniform overall toning from prior display, and light mirroring of text from folding.
