Signed at the conclusion in black ink by Wilson, and countersigned by Postmaster General Hubert Work. Framed to an overall size of 20 x 15.5. In very good condition, with missing two corner tips, bisecting vertical fold, scattered staining, mostly to right side, affecting last name of signature.
