“She would like to see what she properly can that bears upon the welfare of the women and children of the Philippines”

TLS as President, one page, 7.25 x 9, White House letterhead, March 31, 1905. Roosevelt sends a letter of introduction to the governor of the Philippines. In full: “Mrs. J. Ellen Foster, who is a good friend of mine, is about to visit the Philippine Islands. She would like to see what she properly can that bears upon the welfare of the women and children of the Philippines. I beg to commend to her your courtesy....” Accompanied by an unsigned engraved portrait. In very good condition, with scattered toning (heavier to edges and bottom) and light wrinkles and creases.
