Coolidge appoints John Carter Vincent to the position of “Vice Consul of the United States of America at Changsha, China for Changsha.” Countersigned by the acting Secretary of State. Vincent (1900-1972) was an American diplomat, Foreign Service Officer, and China Hand. He served as a diplomatic agent in Tangier 1951-52 before being forced to resign from the Foreign Service following accusations of having been a member of the Communist Party.
