As a member of the Committee of the Pay Table, Ellsworth was one of the five men who supervised Connecticut’s war expenditures. Manuscript DS, signed “O. Countersigned by T[homas] Seymour; Webb has signed on the reverse. The document has been lightly hinged to a larger sheet.
